Guam – Emotional and sometimes angry testimony at the legislature Thursday over the high cost of power on Guam.
It was an informational briefing called by Utilities Committee Chair Senator Tom Ada. It was supposed to be an opportunity for GPA to explain what caused the recent billing error in which more than 800 commercial accounts were over-billed after being placed into a new “demand charge” category.
And GPA did explain. But both Senators and GPA officials were over-whelmed by the public discontent they heard over the high cost of power.
