69 Year Old Man Is First To Be Jailed Under New DUI Book & Confine Policy


Guam – A 69 year old man was the first person arrested under the Guam Police Department’s new crackdown on drunk driving.

Salvino Maanao Losongco was arrested about 5 pm Sunday afternoon following a minor traffic accident in Ordot.

The Santa Rita man was cited for Unsafe Lane change, as well as Driving Under the Influence. Losongco was booked and confined.

The mandatory Book and Confine policy went into effect at 12:01 a.m., just after midnight, Sunday morning, August 22.

Later arrested in this incident was SALVINO MAANAO LOSONGCO,
Male/Chamorro/69 years old, of Santa Rita, for Unsafe Lane Change and
Driving under the Influence. He was booked and confined.
Losongco’s arrest marks the first arrest pursuant to the newly created Mandatory
Book and Confine policy that went into effect at 12:01 a.m., August 22, 2010
