Anti-Abortion Demonstrators at Legislature Call for a Vote on Bill 52, the “Informed Consent on Abortion” Bill

Guam – A group of anti-abortion protesters led by Dr. Vince Akimoto turned out at the legislature this morning to press their case for Bill #52, the informed consent on abortion bill.

Dr. Akimoto was under the impression that the Buildup Committee briefing this morning [Monday] was an open hearing at which he and others could express their views on the measure.

Senator Rory Respicio told K-57’s “Patti-on-the-Radio” program this morning that he invited the demonstrators in and invited them to make a statement but they declined.

Bill #52 would require that women with unwanted pregnancies be advised of the alternatives to abortions before they get one, including their right to offer the child for adoption and to seek financial assistance from the father of the child.

The Bill was originally introduced by Governor Calvo in early 2011. Amendments were made to the bill that supporters said changed the intent of it, so it was withdrawn from consideration in April 2011.

Senator Dennis Rodriguez told PNC News that his Health Committee has already approved the bill for consideration by the full legislature, but he has not yet reported the bill out because he is still waiting for a commitment of support from some other Senators.

He declined to name those Senators. He hopes to report it out of his Committee soon, but could not say when.

Guam – The pro-life group, “The Esperansa Project”, has issued a release declaring its support for Senator Dennis Rodriguez’s efforts to report out of his Health Committee the informed consent for abortion bill, Bill #52. 

Bill 52 is known as “The Informed Consent for Abortion” bill. 

It would require that women with unwanted pregnancies be advised of the alternatives to abortions before they get one, including their right to seek financial assistance from the father of the child.

Senator Rodriguez told PNC News today that the bill has NOT yet been officially reported out of Committee, although he has enough votes to do so. 

He said he is still waiting for the support of some other Senators before submitting it to the Rules Committee. he declined to name those Senators, but he hopes it will be scheduled for a vote on the floor soon.

HAGATNA, GUAM – 10/18/2012 – The Esperansa Project supports the efforts of Senator Dennis Rodriguez to report out of his Committee, Bill 52-31, THE WOMAN’S REPRODUCTIVE HEALTH INFORMATION ACT OF 2011.

Bill 52-31 would require that women with unwanted pregnancies be advised of the alternatives to abortion such as adoptions services as well as their rights to seek financial assistance from the father of the child.

According to Child Protective Services there is a waiting list of more than ten prospective adoptive parents but CPS has not had a child available for adoption in five years.

According to Guam Medical Records, there is one abortion on Guam every 1.2 days. The Epseransa Project hopes that the passage of Bill 52-31 will lead to more adoptions and fewer abortions.

The Esperansa Project is a community based group that seeks to effect pro-life legislation wherever possible.
