OPA: Guam’s ARRA Funds at Risk for Errors, Fraud; More Oversight Needed


Guam – The Office of Public Accountability is raising the alarm over the island’s ARRA funding warning that millions of dollars in federal funding is “at risk for procurement irregularities, errors, omissions and potential fraud.

In a report release today [Friday], the OPA concluded that additional oversight is needed.

The report was compiled at the request of the Department of the Interior’s “Inspector General – Recovery Oversight Office,”  which asked Guam’s OPA to evaluate the system of internal controls developed by GovGuam to monitor implementation and reporting of programs funded by the American Recovery and Reinvestment Act [ARRA].
