Bill Seeks to “Ensure Financial Accountability” of Liberation Day Funds


Guam – Senator Tina Rose Muña Barnes & Speaker Judith Won Pat have introduced a bill that would “hold Liberation Day Committee Funds Accountable.”

Bill 57-31 (COR) specifically addresses concerns raised by the Public Auditor during her recent performance audit of the Liberation Day Committee. The measure, if passed, will:

• Grant the Mayors Council of Guam the authority to appoint and maintain oversight over the Liberation Day Committee formally known as the
“Island Fair Committee”

• Require the LDC to file a detailed financial report with the Governor and Speaker no later than 60 days after the close of Liberation festivities
• Require that the LDC forward a copy of all financial records to the Governor

Senator Rose Muna Barnes is quoted in the release as saying “Without the will to act accordingly, accountability is just a word people use. In tough economic times entities empowered by the laws of Guam must be held responsible for every dollar spent and our laws should support that fact. Our measure allows the Mayor’s Council of Guam to maintain active oversight over Liberation Day Festivities on a permanent basis. It also ensures that necessary financial records are maintained consistently and accurately.”

And Speaker Won Pat states:  “The mayors have been very successful coordinating the last two Liberation Day Festivities. They have the manpower
resources to be able to pull off successful events. But most important is there will now be accountability, transparency and consistency.”
