Calvo Taps Perez As D.C. Director

Guam –  Governor Eddie Calvo has selected Rick Perez, a Guam son, a Marine veteran, and U.S. Naval War College graduate as the Director for the Washington D.C. Office of the Governor.

“Rick has the experience and in stitutional knowledge only someone from Guam can have. That, coupled with an extremely impressive resume will mean results for Guam in Washington D.C.,” Governor Calvo said. “It is extremely humbling to know someone with Rick’s education and work experience is willing to answer the call to serve his island and his fellow Guamanians. I want to thank him for joining the administration. His talents will be well served helping our people.”

Perez, son of Josephine and Enrique D. Perez (dec.) and brother of Maria Perez Schwartz , has been a fixture in the Washington D.C. area since 1999. He has experience in developing and processing content for the Navy, Office of the Secretary of Defense, and the President’s budget submissions.

More recently, he worked for the Department of the Navy as a Defense Industry Researcher, Project Manager, and Strategy Consultant. In this capacity, he co-founded a team that saved the Navy money on its major contracts with shipbuilders and subcontractors. He also founded the Navy’s Business Intelligence Center in 2005, which delivered and presented defense industry and business analysis products and advisory services to Navy executives. This position also placed him in constant contact with major companies, like General Dynamics, Lockheed Martin, Raytheon, Manitowoc, Austal, Daewoo and Northrop Grumman.

He holds a Bachelors of Arts Degree in Economics from the University of California in Los Angeles, a Multidisciplinary Program Graduate from Naval Command and Staff College, an Executive Master’s Degree in Leadership from Georgetown University, a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College, and a Multidisciplinary Program Graduate from the U.S. Marine Corps Command and Staff College.
