CARES Act Fisheries Relief Fund application deadline extended

The Department of Agriculture’s (DOAG) Division of Aquatic and Wildlife Resources (DAWR) is extending the deadline for CARES Act Fisheries Relief Fund applications.  DAWR would like to remind eligible fishers who registered between June and July 2020 to apply for the relief funding.

If a determined eligible fisher would like to cancel their registration and not proceed with their application, please notify DAWR.  No questions will be asked.

Director Chelsa Muna-Brecht urges fishers to please not be discouraged by the application process.  DAWR staffers are ready to assist with filling out forms at the agency and at various fishing locations.   A schedule is made available weekly for fishing sites.

 Application packets are now due by March 31, 2021. 

ONLY COMPLETE APPLICATONS WILL BE ACCEPTED.  THE APPLICATION PROCESS IS QUICK AND CAN BE COMPLETED IN 5 MINUTES.

Eligible fishers need to complete the following:

·        GUAM CARES ACT Fishers application

·        GUAM CARES ACT Fishers affidavit

·        GUAM CARES ACT W-9 form

Fillable PDF application packets are available online at doag.guam.gov/resource OR eligible applicants may call 735-0288/94/95 to schedule an appointment to pick up an application packet OR e-mail fisheries@doag.guam.gov to be sent a packet.

Application process

a.       All eligible applicants have already provided verified documentation to DAWR to validate revenue or subsistence claims.

b.      Application packet will include an application, a sworn affidavit, and a W-9.

c.       Application packets are available via email, by appointment at the DAWR office, and on the DOAG website.

d.      Application packets are due by March 31, 2021 and must be submitted to the DAWR office drop box located in the front of the DOAG main building or via email at fisheries@doag.guam.gov.

e.       No application packets will be accepted after the due date.

f.        DAWR will notify applicants of deficient applications. Applicants will be given three business days to address deficiencies.

 Payment and Distribution of Funding

a.       DOAG DAWR will receive all applications, review them for accuracy and completeness by cross-referencing applications with data acquired during the DAWR fisher registration, and forward to Pacific States Marine Fisheries Commission (PSMFC) for final approval and payment disbursement.

b.      Payments will be processed by the PSMFC and a check will be mailed directly to the applicant.

c.       Any funding received through the CARES Act is subject to federal and local tax requirements. The PSMFC is responsible for issuing 1099 Forms directly to the applicants and the Guam Department of Revenue and Taxation.
