Command Sgt. Maj. Celso Leonen assumed the position of State Command Sgt. Maj. of the Guam National Guard at a Change of Responsibility Ceremony held at the Guam National Guard Barrigada Readiness Complex on May 1.

The State Command Sgt. Maj. is the highest-ranking enlisted member of the Guard, and serves on the staff of the adjutant general as the senior enlisted adviser. Leonen replaces Command Sgt. Maj. Agnes Diaz, who will take her position as commandant of the Guard’s 203rd Regional Training Institute.

Gov. Lou Leon Guerrero was in attendance, along with Maj. Gen. (GU) Esther Aguiui, adjutant general. In her remarks, Aguigui thanked both Sergeants Major for their distinguished leadership and legacy of service.

“A State Command Sergeant Major must be the best of the best. They must have proven themselves as leaders among leaders over decades of service. They must be all things to all people at all times, including disciplinarian, trusted adviser, confidant, doctrinal expert, standard-bearer, mentor, and friend.

It is truly a rare opportunity to bear witness, as two such exclusive leaders are here with us this very morning. State Command Sergeant Major Agnes Diaz and Command Sergeant Major Celso Leonen, you both are the best of the best. You have proven yourselves over decades of service to be all things to all of us. I speak both for myself and on behalf of the entire formation here and abroad, that many of us would not be where we are today, without you,” said Aguigui.
