Maria Taitano Appointed Comptroller for Port of Guam

Guam – The Port Authority of Guam has announced that Maria Taitano has been appointed the new comptroller for the Port of Guam.
Taitano has a 26 year background in the private sector and was one of the founding partners in 1989 of DB Davis & Associates to administer the StayWell Health products for GovGuam and private businesses.
Taitano began her work at StayWell as the Associate Administrator managing the Medical Claims and Enrollment Department and was eventually promoted in 2004 to lead the company as the President/Acting CEO. Her responsibilities were also expanded to include the CFO, Medical Director, Associate Administrator adn the Manila Branch Office. Taitano held that position until her early retirement in 2008.
Port Board Chairman Dan Tydingco praised Taitano in a release saying:
“We welcome Maria’s extensive skill set and successful business and corporate acumen. She will bring the added value of helping develop, adopt and foster sound practices, principals and procedures to an operation that is in dire need of them.”
Taitano becomes part of the Port Management Team led by General Manager Joanne Brown and Deputy General Manager Felix Pangelinan.
See email from Tom Ada to port board chairman Dan tydingco. Although the board said they hired the new woman they never discussed or voted on it during a board meeting and now chairman is considering “ratifying” her hiring during next week’s board meeting. Now that the oversight chairman is questioning whether it is even legal to hire her they may have to change their position. Also I understand that at least one board member has requested for Dan tydingco to include an update on the legal services contact billing because most board members don’t know if they have received billings as they said they would in the recent port informational briefing. Also that same board member has asked Dan (this was sent via an email to all board the GM and legal counsel) And board to also consider at next weeks hearing “Board tenure – is anybody minding the legislature’s calendar? They’ve eaten two of the three days we’re counting as extension. Come early May, we’re going to be down at least one of us.”

“Finally, given CSC’s decision to reinstate one of the terminated employees, can we consider moving to settling/reinstating the other three to avoid more costs and scrutiny”
If you want the actual email from that board member I can give it to you but you should be able to interview Tom Ada about the unclassified hiring and board term expiration and Dan tydingco to see if he will be incorporating the suggests from from fellow board members into agenda for next week
Please help me understand how the hiring of the new PAG Controller, which I understand is an Unclassified position, is not considered in violation of P.L. 31-234. (See page 3, Section 2 of the attachment).
