DOA emergency rental assistance program now accepting tenant pre-applications for cycle 2

On May 3, 2021, the Department of Administration (DOA) Emergency Rental Assistance
(ERA) program began cycle two of accepting tenant pre-applications. The cycle began on May 3 and will end on May 21, 2021.

The U.S. Department of the Treasury awarded $33.6 million to the Government of Guam to assist Guam’s rental households. This program provides renters impacted by COVID-19 with rent, rental arrears, utilities, and utility arrears assistance for up to 15 months with payments made directly to landlords and utility agencies.

The program does not cover arrears incurred prior to March 13, 2020. Applicants must continue to meet the program’s three eligibility criteria:

1) Qualifies for Unemployment Benefits OR experienced a reduction in household income, incurred significant costs, or experienced another financial hardship due, directly or indirectly, to COVID 19;

2) Demonstrates a risk of experiencing homelessness or housing instability; and

3) Has a household income at or below 80% of the Guam area median income (AMI).

Pre-application and landlord forms are available for download on DOA’s website ( Application forms are also available at the ERA office, 2nd floor Suite 219 ITC building from Monday to Friday between the hours of 8:00 am to 4:00 pm.

Applicants can submit their applications directly to the ERA office or email (pdf format) to Supporting documents are not required during the submission of the
tenant pre-application and will only be required once the applicant receives a pre-eligibility notice.

Cycle One Updates:

The ERA program continues to notify applicants of their eligibility for those who applied under the first cycle held on March 3 – 26, 2021. Those who were deemed ineligible under cycle one have 20 days to appeal their case with the program.

The ERA team continues to respond to numerous follow ups and reviewing applications to
provide eligibility status and final dispositions for financial assistance.
