DOC investigating inmate assault allegations

Guam – In response to recent assault allegations posed by Department of Corrections detainee Louis Anthony Vargas, DOC director Samantha Brennan said the department is currently investigating the matter.

During a hearing at the Superior Court of Guam, Vargas said that he feared he would not be alive for trial. According to Vargas, he had been assaulted by at least nine inmates on five separate occasions since his incarceration.

Vargas, a former United States Air Force non-commissioned officer, is in prison for raping a 9-year-old girl.

With news of Vargas’ allegations and the past assaults on other inmates, PNC posed several questions to DOC, specifically inquiring about what changes had been made to assure inmate safety and improve security policies and procedures.

Brennan said, “The matter is currently under investigation and I am unable to comment further.”

This is not the first time an inmate or detainee had been assaulted while in DOC custody. In recent years, inmate Manson Ernest was found dead in his cell at the Hagatna Detention Facility. Then there was Justin Meno who was in Post 6 Maximum Security unit at the Mangilao prison where he was severely beaten to death by fellow inmates.
