Guam – Department of Corrections Director Jose San Agustin went to the Hagatna lock-up Wednesday afternoon to check-up on the facility ahead of a court ordered inspection by the U.S. Marshals which is scheduled for this Friday.
On Monday, District Court Magistrate Judge Joaquin Manibusan ordered the inspection following a complaint made by inmate Julian Gerald Borja Robles. Robles is being held at the lock-up awaiting trial on meth charges.
Last Friday he filed a motion for release alleging his constitutional rights were being violated. Among his complaints were no air conditioning, a leaky roof , and lack of toilet paper.
San Agustin said he wants to be sure that any issues that may exist, are being addressed.
DOC Internal Affairs Investigator Jeff Limo emphasized that the Judge ordered a limited inspection of the complaints made by one prisoner at the Hagatna Detention Facility only, and not a widespread probe of conditions at the Manigalo prison.
Judge Manibusan instructed Federal Marshals to look into the complaints about the lock-up and file a report with him. He also a hearing on for June 24th, if the Marshals can not resolve it before then.
