The Guam Department of Corrections is still continuing the process of developing a master plan for a new adult correctional facility.
Information 2 Energy has been working with DOC in developing a comprehensive master plan for building a new facility.
The vendor completed the first phase last month in mid-February.
In phase 1, they did an analysis of the strengths, weaknesses, opportunities, technical requirements of what the staff and management of DOC think they need to improve the services for the department.
Information 2 Energy began working on Phase 2 yesterday after making their second trip back to Guam on Sunday.
DOC Spokesperson Major Antone Aguon says the vendor will be doing assessments and evaluations of the buildings for the rest of the week.
Aguon says they will also be meeting with several stakeholders later this week including the Guam Behavioral Health and Wellness Center.
He says that they will continue meeting with the governor and senators to discuss expectations, requirements, and the next step the department is going to make upon the completion of the master plan.
“To make sure this project does not become a paperweight, we are putting all this work into this project and hopefully we can continue to move it forward beyond the planning stage, beyond just developing a master plan. We want to go to implementation and move towards getting a new prison going here,” Aguon said.
He added that he knows there is going to be an uphill battle but this is something that can be accomplished.
Aguon says the vendor will be wrapping up some of their assessments this week Friday and will be back on island a few weeks later.
He anticipates that the master plan for the new DOC facility will be completed by August.
