DPHSS reminds all food establishments of manager certification requirement


DPHSS advise operators of a food establishment, and those seeking to operate one, that pursuant to the Rules and Regulations Governing the Issuance of Health Certificates, all food establishments, including Temporary Food Service Establishments, bars, and taverns, must have a manager/supervisor on duty during time of operation who possesses a Certificate of Manager’s Certification. These rules were adopted in May 2015, but enforced a year later to allow affected businesses to prepare for its implementation.

The Certificate of Manager’s Certification course is locally provided by the Guam Community College (GCC) and is valid for five years, but the Department also recognizes the following food safety certifications from other organizations:

American Food Safety School

SafeMark Food Safety Training and Certification

National Registry of Food Safety Professionals (NRFSP)

International Certified Food Safety Manager (ICFSM)


Food Safety Managers Certification Exam (FSMCE)

National Restaurant Association

ServSafe Food Protection Manager Certification Program

National Environmental Health Association (NEHA)

Certified in Comprehensive Food Safety (CCFS)


Certified Professional – Food Safety (CPFS)

Prometric Inc.

Certified Professional Food Manager (CPFM)


Individuals needing to obtain the Certificate of Manager’s Certification are encouraged to call GCC’s Tourism & Hospitality Department, Professional Services at 735-5629, or any of the third-party credentials listed above. The Department does not endorse any of the mentioned or listed providers. Individuals possessing a certification from another organization are encouraged to contact the Division of Environmental Health.
