DZSP 21 gets $60M Guam base operations support contract


The Department of Defense has awarded a $60 million contract to DZSP 21 LLC of Marlton New Jersey for maintenance at Guam’s military bases.

This is cost-plus-fixed-fee modification contract that extends the existing base operating support (BOS) services for Joint Region Marianas by another 6 months.

The work will be performed at various military installations on Guam and it is expected to be completed by 2020.

The job involves management and administration services, port operations, ordnance, material management, facility management, sustainment, restoration and modernization, electrical, wastewater, steam, hot water and demineralized water, potable water, transportation and environmental.

The total contract value is $60,187,207 of which $56,278,824 will be obligated on this award, $3,908,383 will be incrementally funded. All of the funding will expire at the end of the current fiscal year.

The contract was awarded by Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii.

This is a sole-source procurement after a conclusion was reached that only one responsible source and no other supplies or services will satisfy agency requirements.

Sole-source procurements are authorized under 10 U.S. Code 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1.

The additional funds in this modification raise the total value of this BOS contract to $199,520,375.

The money is coming from the following fiscal 2020 DOD working capital funds:

  • fiscal 2020 transportation Air Force working capital funds

  • fiscal 2020 operations and maintenance – Navy, Air Force, Defense

  • fiscal 2020 family housing operations and maintenance -Navy

  • fiscal 2020 operations and maintenance – Marine Corps, Army, Army National Guard and Air   National Guard

  • fiscal 2020 health program funds -Defense

  • fiscal 2020 General Fund

  • fiscal 2020 commissary agency – Defense
