Edward Toves Selected as Marshal of Superior Court

Guam – Edward S. Toves has been selected to be the next Marshal of the Courts (MOC) for the Unified Judiciary of Guam.  Succeeding Frank Leon Guerrero, who served as the MOC for four years before taking the position as U.S. Marshal for Guam and the Northern Mariana Islands earlier this year, Toves will take the helm of the marshals division effective March 29, 2011.

  “Ed’s exemplary service to the courts since he first joined us in 1989 and his numerous commendations recognizing his achievements in the Armed Services makes him a dependable choice for MOC,” stated Chief Justice F. Philip Carbullido. “I am confident that Ed will lead our marshals division very capably as he has done so as Deputy Marshal Supervisor.”

Prior to his selection, Toves served as Deputy Marshal Supervisor for the Judiciary and has been with the courts for nearly twenty-two years, when he was first employed as a Deputy Marshal II.  A Senior Master Sergeant in the 254 Security Forces, Guam Air National Guard, Toves graduated with honors from Guam Community College with an Associates Degree in Criminal Justice with an emphasis in Law Enforcement.  He has earned numerous distinctions in the areas of his expertise, including Deputy Marshal of the Year in 1992, NCO of the Month (2008) while deployed in Southwest Asia; Recognition of appreciation from the Directorate of Security Forces Pacific Command March 2005; Meritorious Service Medal; Air Force Commendation medal; Air Force Achievement Medal with one device; Air Reserve Forces Meritorious service medal, 6 devices; National Defense Service medal; Global War on Terrorism Expeditionary Medal; Humanitarian Service Medal and so many others far too numerous to mention.  

“I am humbled by the Chief Justice’s faith in me to serve as the Marshal of the Courts,” declared Toves. “But I know I am qualified to lead the exemplary force of men and women in the marshals division of the judiciary as we tackle the challenges that face us today, including understaffing, budgetary constraints and ensuring the safety of our judiciary and patrons in this very different society.”

Toves is married to Vanessa Toves and his children are Clarissa, Makenzy, Edward James and Grant.
