Federal court overturns Navy’s decision to award base contract to Fluor Corp.

Alcohol consumption on Naval Base Guam installation beaches is suspended until further notice.

Guam – A federal court has ruled in favor of federal contractor DZSP 21 LLC in a battle over a lucrative Navy contract that was awarded to Fluor Corporation.

After Fluor was awarded the contract last year, DZSP, which has held the contract for the last three consecutive terms, filed a protest but the Navy once again ruled in Fluor’s favor.

So DZSP took their claims to federal court which issued a ruling this month in DZSP’s favor

In their ruling, the court left it to the Navy to decide whether to restart the RFP for the multimillion dollar contract or to re-evaluate the 2014 proposals submitted by DZSP and Fluor and make a new award decision.
