Guam -The Guam Education Board has suspended all negotiations with the Guam Federation of Teachers after deciding that the union is not the exclusive bargaining agent for DOE employees.
Board member Barry Mead explained to PNC News that “no record exists of any exclusive recognition agreement between GovGuam and the Guam Federation of Teachers.”
Mead said that DOE has looked for the “record of exclusivity” at the Attorney General’s Office, at the Governor’s Office and at the Department of Administration, but no such record could be found.
He also said that the Board requested a copy of the exclusive recognition agreement from the GFT but, Mead says, Rector declined to provide it.
As a result, Mead said, the Board is “prohibited from negotiating with an entity that does not have exclusive recognition” and since there is no evidence of exclusive recognition, “we have suspended all collective bargaining activity with GFT and suspended all future bargaining activity until such time that they have been granted exclusive recognition by the Governor of Guam.”
The current contract between the GFT and GovGuam expires on November 6th.
Mead said that he expects that the terms of the current agreement will continue to be honored, even after the contract expiration, if no exclusive representative has been recognized at that point.
