GMH Public-Private Partnership Bill Passes

Senators went into session on Saturday to vote on a number of confirmations and bills including Senator Dennis Rodriguez Jr.’s bill which tasks GEDA with putting out an RFI to look at the potential for creating some form of privatization of the island’s only public hospital. 

 

GUAM – Senators went voted on a Saturday passing Senator Dennis Rodriguez Jr.’s Bill 277 which essentially directs the Guam Economic Development Authority to put out an RFI to gauge the potential interest in creating some form of public private partnership with the Guam Memorial Hospital. 

 

 The bill drew criticism from some senators because the idea of having some form of privatization of the public hospital has never been properly discussed with the public. Four senators voted no on the measure including Senators Frank Blas Jr., Jim Espaldon, Michael San Nicolas and Mary Torres.

 Senator Tommy Morrison’s Southern Development Master Plan bill passed unanimously. Senator Brant McCreadie’s Guam Ocean and Fisheries Conservation Act of 2015 also passed with Senator Mike San Nicolas casting the only no vote. The measure creates an ocean and fisheries conservation council that will be tasked with coming up with rules and regulations as well as fees for fishing on Guam.
