Governor Eddie Calvo agreed with Public Auditor Doris Flores Brooks when she called for the end of the Solid Waste federal receivership.
Guam – Governor Eddie Calvo is applauding Public Auditor Doris Flores Brooks for speaking out about Solid Waste Federal receivers Gershman Brickner and Bratton.
The governor wrote to Brooks following a public dispute between Brooks and GBB’s Principal Associate David Manning. It started when Brooks wrote a public letter questioning the need to delay the transition of solid waste management back to government control.
Brooks characterized some of the disagreements between GBB and the governor’s office as “bad blood” and accused GBB of being unprofessional in some email correspondence with the Office of Public Accountability.
Manning then fired back with his own letter to Brooks emphasizing that the judge ruled in the case, not GBB.
“This administration is just concerned about the lack of transparency in how the receiver reports to the District Court how it is spending Guamanians’ money,” the governor wrote.
The governor further stated that he was dismayed at Manning’s response to Brooks’ letter, saying it was a perfect example of the kind of challenges they’ve had in dealing with the federal receiver.
