Guam – Governor Eddie Calvo sent a letter to administrator of the U.S. Department of Labor’s Employment and Training Administration, John Ladd, requesting that the Guam Department of Labor be designated a State Apprenticeship Agency.
The designation would allow the Guam Department of Labor to oversee and regulate the registered apprentice programs on Guam. Prospective local sponsors of apprenticeship programs will be able to apply directly with the local DOL office. Currently, Guam’s apprenticeship programs fall under the purview of the U.S. Department of Labor. According to Calvo, the change “is a critical factor as the Island prepares the local workforce for the military buildup”.
The designation is also an opportunity for the government of Guam to take ownership and responsibility for the enrichment of our local workforce. Included in the letter is draft legislation the Governor plans to introduce that would create the Guam State Apprenticeship Act of Guam. Not only would it create a specialized division within the Guam DOL, it would allow Guam to create its own apprenticeship program registration standards and equal employment plans.
