Guam – Governor Felix Camacho today [Thursday] fired Department of Corrections (DOC) Director J.B. Palacios of his duties. The governor further assigned DOC Lt. Antone Aguon as the Acting Director for the Department.
“I have asked the acting director to immediately review all programs pending an investigation and reevaluation of policy and procedures,” said Governor Camacho. “All inmates involved in any alleged misconduct will be investigated for criminal activity and administrative violations.”
The acting director will immediately place the Facility Superintendent Francisco B. Crisostomo and DOC Operations Commander Capt. Joseph B. Lujan on administrative leave pending the outcome of an internal and criminal investigation regarding possible security violations and criminal activities.
The Guam Police Department Chief will assign officers to conduct an investigation of the alleged incidences. As a result of DOC’s critical condition, all DOC manpower resources that have been assigned to other agencies and sections outside the Mangilao facility will be returned to support security operations.
“I expect the acting DOC director to take appropriate steps to ensure the security of the facility and maintain law and order. This will include but not be limited to reassigning key managers and supervisors, reassigning line personnel, and establishing polices to ensure safety and security,” said Governor Camacho.
A report of DOC’s condition, the alleged violations, and specific recommendation shall be forwarded to the Governor’s Office within the next 30 days.
