Governor & GMH Ask Vendors to Pressure Senators to Pass Bond Borrowing

An email was leaked to the media showing that GMH asked it’s vendors to “Assist in lobbying the Guam legislature to pass important legislation that is sure to resolve our payables with your firm.”

Guam – Although GMH vendors appear to be coming out in favor of the Governor and Senator Rodriguez’s plans to borrow millions of dollars on the bond market for GMH, it also appears as if their lobbying efforts were all orchestrated.

 

 

An email was leaked to the media showing that GMH asked it’s vendors to “Assist in lobbying the Guam legislature to pass important legislation that is sure to resolve our payables with your firm.” The email written by GMH employee Carlos Pangelinan even included a template showing the vendors what to write.

This morning(Mon.) Governor’s Spokesman Troy Torres issued a release stating “Adelup woke this morning to news that several hospital vendors have been writing to Senators to begin authorizing the Governor’s proposals.” However, after the GMH email to vendors was leaked Torres later confirmed that the Governor himself wrote letters to local vendors Friday night asking them to lobby lawmakers . Torres wrote that GMH then followed the letter up by asking vendors to email senators over the weekend. The email from GMH was sent on Friday night as well. Torres writes in part “the goal absolutely is to get the measure passed we need to sell the bonds by the first part of August to prevail upon favorable rates.
