Guam – Governor Felix Camacho has now transmitted proposed legislation to I Liheslaturan Guåhan which would implement a compensation policy within the government of Guahan that is consistent with the Government-wide Position, Classification, Compensation, and Benefits Study Plan conducted by the Hay Group. Additionally, he signed Executive Order 2010-24 adopting the implementation plan to adjust the compensation and classification of government positions.
The legislation would appropriate $5.5 million for implementation of the outcomes of the comprehensive Government-wide Position, Classification, Compensation, and Benefits Study Plan conducted by the Hay Group, Inc. It further recommends that salary and salary ranges of unclassified positions in the executive and legislative branches be solely on employment status, and proposes that a study of positions within the legislative branch be included in the government-wide review so pay plan issues can be addressed concurrently.
“It is critical that all changes in compensation be uniformly adjusted,” said Governor Camacho. “The recommendations made by the Hay Study have been a long time coming and it is important to ensure that all hard-working government employees receive a fair and honest wage.”
