Guam – Governor Eddie Calvo shared his vision for Education Reform on the island during a special address in the Cabinet Conference room at Adelup this afternoon.

The live address followed five recorded addresses on the need for reform over the last five weeks.  Calling education the the single greatest solution to poverty the Governor says its important to increase graduation rates as well as proficiency in reading and math amongst Guam’s graduates.  The Governor’s address was followed by a presentation by the Governor’s Education Learning Task Force’s Reform Committee.

Reform Committee Chairman and Governor’s Spokesperson Troy Torres led the presenation which inluced a recommendation to completely reorganize leadership at the Department of Education.  According to Torres Incoming Superintendent Jon Fernandez was included in the conversations leading to the recommendations and he says Fernandez hopes to seen as a “Chief Instruction Leader” in his role as Superindent.  Torres says a Chief Operating Officer and Chief Academic Leader would be a part of the Superintendents team, as Deputy Superintendents currently are.  In addition to the CIL, COO and CAL Torres says the Reform Committee also recommends assigning four “Regional Superintendents” to oversee the island’s 40 Public School Principals.

Other aspects of reform shared during today’s address include aligning a common core curriculum for all of the public schools, aligning standards and assessments to accurately measure student learning, and issue learning devices such as i-Pads and laptops for students to use.
