GPD Strike Force Arrests 8 Members of the “H-Up Ruckus” Gang for Assaulting 3 Marines in Tumon Last Saturday Night

Guam – The Guam Police Criminal Justice Strike Force has arrested 8 gang members in connection with an assault last Saturday night on 3 Marines at the “Sling Shot” ride in Tumon.

Guam Police Spokesman Officer A.J. Balajadia reports that 2 adult men and 6 boys have been arrested on assault and rioting charges in connection with the incident. All of them are members of a street Gang named “H-Up Ruckus” he said.

The 3 Marines reported they were attacked outside the ride by a group of about 10 young men at about 9pm Saturday. The Marines were treated and released from Naval Hospital following the attack.

The 8 gang members are also accused of involvement in a second assault that occurred shortly after the “Sling Shot” attacks during which a Korean man was attacked.

“The attacks were random and not directed towards the military,” states Officer Balajadia in his release.

The adult males have been identified as:

1. Arrested Person: Duane Marvin NAPUTI, Male/Chamorro/18, for Assault, Guilt Established by Complicity, Rioting, Conspiracy to Commit Assault, Disorderly Conduct, and Jurisdiction Over an Adult. He was booked and confined.  

2. Arrested Person: Marcus Erwyn DAMIAN, Male/Chamorro/19, for Guilt Established by Complicity, Rioting, Conspiracy to Commit Assault, and Jurisdiction Over an Adult. He was booked and Released.

Four of the boys have been confined at the Department of Youth Affairs.

3. One (1) Male/Chamorro Age 15
4. One (1) Male/Chamorro Age 16
5. One (1) Male/Chamorro Age 17
6. Charges: Assault, Rioting, Disorderly Conduct, Guilt Established by Complicity, and Conspiracy to Commit Assault.

And 2 other boys were released into the custody of their parents.

8. One (1) Male/Chamorro Age 15

GUAM POLICE DEPARTMENT NEWS

TUMON – The Guam Police Departments Criminal Justice Strike Force followed up on the investigation into the reported assaults on three United States Marines.

Saturday, November 23, 2013 at around 9:00pm, the Guam Police Department received a report of a disturbance by the Sling Slot, in Tumon.  Three active duty military personnel were assaulted by approximately 10 young male locals.  The three victims were transported to Naval Hospital for treatment.

Findings revealed that two (2) male adults and six (6) male minors were responsible for this crime. As interviews were conducted, obtained were corroborating statements revealing that these same individuals were responsible for a 2nd assault that happened shortly after and on the same date as the first assault. The victim in this case was a civilian male Korean.

All suspects were identified to be affiliated with a street Gang named “H-Up Ruckus” with its members comprised of young boys from central Guam.

The interviews with the suspects also revealed the attacks were random and not directed towards the military.

Arrested/Taken into Custody:

1. Arrested Person: Duane Marvin NAPUTI, Male/Chamorro/18, for Assault, Guilt Established by Complicity, Rioting, Conspiracy to Commit Assault, Disorderly Conduct, and Jurisdiction Over an Adult. He was booked and confined.

2. Arrested Person: Marcus Erwyn DAMIAN, Male/Chamorro/19, for Guilt Established by Complicity, Rioting, Conspiracy to Commit Assault, and Jurisdiction Over an Adult. He was booked and Released.

4. One (1) Male/Chamorro Age 16
5. One (1) Male/Chamorro Age 17
6. Charges: Assault, Rioting, Disorderly Conduct, Guilt Established by Complicity, and Conspiracy to Commit Assault.

Minors Taken into Custody and released to Parent/Guardian with Notice to Appear to Juvenile Investigation Section for further Disposition:

8. One (1) Male/Chamorro Age 15
Charges: Rioting, Disorderly Conduct, Guilt Established by Complicity, and Conspiracy to Commit Assault

Both cases are closed and forwarded to the Attorney Generals Office.
