The petition, which was started by local advocacy group Grassroots Guam, was launched in an effort to hold GovGuam accountable for enacting the K.C. Concepcion Compassionate Use Act which was passed overwhelmingly by the people of Guam.

Grassroots Guam managing partner Andrea Pellacani stated in part via a media release that “we can’t seem to get everyone to sit at the same table and on the same page. Most of what we’ve heard is that people are busy or there are not enough resources.” Pellacani went on to state that “our government should never have forgotten that close to 20,000 people came out to vote for this and the will of the people should be heard. We shouldn’t have to keep begging for our public servants to comply with this mandate.”
