Guam – One of the big ticket budget busting items is the financial emergency declaration at Guam Memorial Hospital.

GMH is $22 million dollars in the hole. The emergency declaration was signed by the Governor last Wednesday, without any public announcement. Over the weekend the Department of  Interior approved the re-programming of $1 million in compact impact funds to allow GMH to purchase badly needed supplies now.
