Guam DPW Seeking to Fill Chief Engineer Position


Guam – The Department of Public Works, in cooperation with the Federal Highway Administration, is looking to fill the position of Chief Engineer for the DPW’s Federal-Aid Highway Section. The position has been vacant since the passing of former Chief Engineer Ray Padua in 2012.

The successful candidate will work directly with the Administrator of the DPW’s Highway Division and will be responsible for ensuring that all projects within the Federal Aid Highway program meet all exacting standards contained in a Stewardship Agreement as set forth by and between the Federal Highway Administration and the Government of Guam.

Minimum Qualification Requirements: Registered professional engineer in the field of Civil Engineering for at least five (5) years in one of the states or Territories of the United States and currently registered as a Civil Engineer on Guam; Bachelor’s degree in Civil Engineering from an accredited United States college or university; and a minimum of thirteen (13) years of relevant highway experience.

The ideal candidate will have: A minimum of five (5) years of experience in a leadership capacity in the administration of a complex and diversified engineering program which demonstrates a high degree of creative foresight, and mature judgment in planning, organizing, and guiding extensive engineering programs and activities; at least five (5) years of continuous and progressive experience in highway, transportation, or traffic engineering that encompasses design, construction or program management; and five  (5) years experience in highway program management acquired from a state highway agency, local public works, or with the Federal Highway Administration (FHWA).
