There is currently a huge traffic jam inside Naval Base Guam.

According to one of the people stuck in the traffic jam, many people are trying to get into the commissary and this is most likely the cause of the traffic snarl.

A Navy master at arms, who requested anonymity, confirmed that all the traffic is basically commissary traffic.

Under the latest Navy directive, weekday access is limited to mission essential personnel for operational purposes and only the weekend is open to all other authorized patrons.

To preserve a supply of necessary cleaning supplies and sanitizers for the duration of the pandemic, patrons are limited to 2 identical items of any cleaning product per family.

This policy will remain in effect until April 1, 2020, but may be extended as
conditions warrant.
