JGPO Forward Changes Command, Quietly; Capt. Old Takes Over From Capt. Cuff

Guam – The command at Joint Guam Program Office Forward has changed, without any announcement or fanfare from the Navy.

Capt. Dan Cuff  recently stepped down to be replaced by Capt. Philip Old. Capt. Old arrived on Guam just last week.

Capt. Cuff spent a low key 2 years on Guam during a time when uncertainty surrounded the status of the buildup. Cuff replaced former JGPO Forward Director John Jackson.

No public announcement of the change in leadership was made by JGPO, the Navy or anyone within GovGuam. No biography or background information on Capt. Old has been released.

Capt. Old was introduced this morning at a briefing held by Senator Judi Guthertz’s Buildup Committee.

Capt. Old said he looks forward to working together with the leadership on Guam as we move forward on the buildup. 

Senator Guthertz’ Builup Committee issued a resolution last month thanking Capt. Cuff for his service.

Captain Daniel Cuff, U.S. Navy, is the Director of the Guam Joint Program Office (Forward) which is the Guam and Northern Marianas office for the overall coordinating agency for the realignment of the U.S. Marine Forces from Okinawa to Guam, informally called the “Guam Military Buildup.”   As such, Captain Cuff has provided outstanding service to positive civilian-military relations in Guam and he has been a positive and informative link between his office and the Guam Legislature.  Capt. Cuff has visited our Legislature, briefing the Committee on the Guam Military Buildup and Homeland Security and keeping the Committee and the Legislature informed as to the status of the various elements of the U.S. military realignment Western Pacific. We wish him the very best as he prepares for retirement from the United States Navy.

THEREFORE, BE IT RESOLVED THAT I MINA’ TRENTAI UNU NA LIHESLATURAN GUÅHAN (The 31st Guam Legislature)
