Guam – JJ Global Services President Luis Bustamante has reportedly just filed a procurement appeal against Guam Visitors Bureau for the award of a Tumon Landscape Maintenance contract to LMS and Canton Construction.
PNC is in receipt of a copy of the protest filed with the Office of Public Accountability. The protest is signed by Bustamante but dated January 3rd. It’s not clear whether that is a postdate, a mistake, or whether the protest is set to be turned in tomorrow.
In his complaint, Bustamante alleges that GVB concocted stories of agency dissatisfaction with JJ Global’s previous government contracts by consulting with unknown persons about JJ and failing to consult GovGuam employees with the most direct oversight over JJ’s prior work.
Furthermore, Bustamante alleges that GVB has prejudiced JJ Global Services by secretly executing a contract with LMS before informing JJ Global Services of the non-responsibility finding in order to avoid the statutory stay of procurement. This is a developing story.
