Legislative Resolution Introduced to Honor the Late Nelson Mandela

Guam –   Democratic Majority Leader Senator Rory Respicio and Minority Leader Republican Senator Tony Ada have introduced a joint resolution to honor the late South African leader, Nelson Mandela.

Relative to recognizing and honoring the life and accomplishments of the late Nelson R. Mandela, former President of South Africa, anti-apartheid revolutionary and politician, and Nobel Peace Prize-Winning Laureate, on the occasion of his passing; and to further extending I Mina’Trentai Dos Na Liheslaturan Guåhan’s humble and sincere condolences to his family and to the people of South Africa, on behalf of the people of Guam.

BE IT RESOLVED BY THE COMMITTE ON RULES OF I MINA’TRENTAI DOS NA LIHESLATURAN GUÅHAN:

WHEREAS, the late Nelson Rolihlahla Mandela, former President of South Africa, was, throughout his life, a beacon of hope for the dignity of people throughout the world, regardless of race, color, or creed; and

WHEREAS, the late Nelson R. Mandela, became known for his leadership in the struggle to overturn the Apartheid regime in South Africa, a former social system based on racial segregation and political and economic discrimination in South Africa, in which people from non-white racial groups did not have the same political and economic rights as white people, and were forced to live separately from white people; and

WHEREAS, the late Nelson R. Mandela endured 27 years in prison because of his opposition to Apartheid, publishing his autobiography and leading negotiations with South African President F.W. de Klerk to abolish apartheid and establish multiracial elections in 1994, in which Mandela led the African National Congress to victory, having been elected President and forming a Government of National Unity in an attempt to defuse ethnic tensions; and

WHEREAS, the late Nelson R. Mandela was South Africa’s first democratically elected President in his nation’s first free election in which all South African citizens could vote regardless of their race, and as President of South Africa, he successfully led the way in the cause of unity and reconciliation in his country; and

WHEREAS, for his lifelong work on behalf of peace, justice, and equality, Nelson Mandela received national and international honors and acclaim including the Nobel Prize; the U.S. Presidential Medal of Freedom from President George W. Bush; the Star of International Friendship from the German Democratic Republic; The Third World Prize, awarded jointly to Nelson and Winnie Mandela; the Ludovic-Trarieux International Human Rights Prize; the Sakharov Prize for Freedom of Thought, by the European Parliament; as well as numerous honorary university degrees, and citizenship awards; and

WHEREAS, leaving behind two former wives, six children, 17 grandchildren and 14 great-grandchildren, the late revered statesman Nelson R. Mandela lived an amazing life; now, therefore, be it

RESOLVED, that the Committee on Rules of I Mina’Trentai Dos Na Liheslaturan Guåhan does hereby, on behalf of I Liheslaturan Guåhan and the people of Guam, recognize and honor the life and accomplishments of the late Nelson Mandela, former President of South Africa, for his contributions, leadership, and example to the cause of peace, democracy, and justice, and does further extend I Mina ‘Trentai Dos Na Lihelsaturan Guåhan’s humble and sincere condolences to his family and to the people of South Africa on behalf of the people of Guam; and be it further

RESOLVED, that the Speaker and the Chairperson of the Committee on Rules certify, and the Legislative Secretary attest, to the adoption hereof, and that copies of the same be thereafter transmitted to the family of the late Nelson R. Mandela; to the Ambassador from South Africa to the United States; and to the Honorable Edward J.B. Calvo, I Maga’lahen Guåhan.
