Liberation Carnival to Move Back to Tiyan

This year the Guam Liberation Historical Society will handle the operation of the carnival. For prospective vendors or anyone interested in joining the liberation carnival, you can pick up vendor packets starting may 9th at the Sinajana Mayors Office.

Guam – After complaints from residents in Tamuning and Ypao, the liberation carnival will in fact be staying in Tiyan. Additionally, mayors voted on another move that will mix the liberation carnival and FESTPAC.

The mayors council voted to not only move the carnival back to Tiyan but to also bump the opening date to May 30 to take advantage of FESTPAC delegates staying just down the street. This comes after local residents rejected two possible locations for the carnival, Tamuning and Ypao Beach Park. Initially, mayors council president Paul McDonald said there was ‘zero chance’ the carnival would move back to Tiyan. Mayors were initially concerned with the high costs for water and electrical infrastructure. McDonald says GPA charges them 55-thousand dollars a year to connect and disconnect power lines, likewise, he said it costs 10,000 dollars every week just to drain sewage. Last year was a low turnout for vendors and carnival-goers and lack of access points was in part to blame. Sablan says he has received confirmation from the governor’s office to create a temporary access point for this years carnival but the process would need to be approved by DPW, GPA, GWA and the Navy.

 

“The fact of the matter is anywhere we went outside of Tiyan we would still have to deal with the sewer the wastewater, the power, the plumbing, with Tiyan although its there its something we can deal with faster than some of the other areas we looked at,” said Mayors Council Executive Director Angel Sablan.
