Man arrested and charged for kidnapping

A 28-year-old man has been arrested for kidnapping, according to a magistrate’s complaint filed in the Superior Court of Guam.

The victim on April 19 told Guam Police Department officers that Jay Boi Elias, 28, has been terrorizing her for several months.

Court documents state he grabbed the victim by her hair and shoved her into his vehicle after leaving her friends house.

The victim accused Elias of slapping her face, and pulled her hair, preventing her from leaving.

He also forced the victim to put a blindfold over her eyes while he drove away.

The victim begged Elias to let her go but he refused and told her to “Shut up and wipe your face.”

He threatened, according to court documents, to “Shoot her whole face off” if she did not do exactly what he told her to do. She feared for her life.

Elias kept the victim at his residence for a week for her injuries to heal, according to charging documents.

The victim claimed he has been following her since April 18, where he got into her car, pointed a gun at her and threatened to kill her if she didn’t give him her cellphone.

Elias was charged with kidnapping as a second degree felony, terrorizing as a third degree felony, advanced stalking as a second degree felony, aggravated assault as a third degree felony, family violence as a third degree felony, and a violation of a court order as a misdemeanor.

Court records show he has several active cases including a 2022 case where he was charged with advanced stalking, and family violence involving the same victim.

It also states that in 2021 Elias was ordered to stay away from and have no contact with the victim.
