The court complaint names Conrad Sablan Montano as the defendant. He is accused of family violence and child abuse.

Court documents state that a woman told police that she noticed the child was in a “very bad condition” and was very skinny with bruises, pinch marks, and blood marks on his face.

She told police that she would hear the little boy being beaten and being yelled at least five times a day, almost every other day.

She told police that Montano and the child’s mother would make the child be quiet by shoving something in his mouth.

According to the Guam Police Department, the witness reported seeing Montano and the mother use a dart to pierce the child on his buttocks and private area.

She also recalled that the child’s fingers were purple and told police that the child told her Montano hammered his fingers for being naughty.

When police arrived, they noted that the child was malnourished and suffering from injuries all over his body.

Montano was booked and confined but the child’s mother has not been charged.
