Governor Lou Leon Guerrero has asked Joint Region Marianas Commander, Rear Admiral John Menoni to include additional input on the draft Programmatic Agreement from the Guam Advisory Council on Historic Preservation.
The updated programmatic agreement lays out the ground rules for historic and environmental preservation that the military must adhere to throughout the ongoing buildup.
The governor spoke to reporters yesterday about the letter she sent to Rear Admiral Menoni.
She said that including the Historic Preservation Council in the ongoing discussions will provide more input on the best way to ensure the preservation of Guam’s cultural and environmental resources.
“There are some changes that need to be made, and again, I don’t have all the details. They’re really good changes in terms of protecting ancestral lands … for them to comply with what the EIS is, the environmental impact study,” the governor said.
The governor also asked Menoni for a public comment period on the draft Programmatic Agreement before it is finalized.
