Due to a recent riot, Southern High School went in

Due to a recent riot, Southern High School went into a modified lockdown.

The riot happened on Friday afternoon. Southern High administration reports they were able to deescalate the situation. They alerted the Guam Fire Department and Guam Police Department, who arrived on-scene shortly thereafter.

“Due to the riot last Friday, and in line with the letter the Superintendent sent out to parents,” states Michelle Franquez, Public Information Officer for the Guam Department of Education, “the administrators took a proactive measure and planned a blanket search to ensure the events of last week would not be repeated today.”

The modified lockdown today was spurned from concern over retaliation and to neutralize possible threats at the school.

“No items of concern were found,” says Franquez, but it could have been because “students were aware of today’s search.”

A SHS staff member confirms, “The students knew we were gonna get searched. It circled around Instagram.”

San Agustin bills ask for exemption to Clean Air Act

The public hearing for two bills that would allow the Guam Power Authority an exemption to the Clean Air Act is forthcoming. In essence, the bills would allow GPA to build a 41 megawatt diesel unit generator well within 1200 feet from Jose Rios Middle School.

The problem is not property rights: the land in Cabras was given to GPA by the US Navy in 1976 for the operation of fuel oil storage and to serve as a base of operations for a steam powerplant. But in 1998, the 24th Guam Legislature passed the Clean Air Act, placing restrictions on the growth of the plant.

Democrat Senator Joe San Agustin, the bills’ sponsor, says the technology has changed, but the law hasn’t. Newer technology has caused emissions per gallon to drop significantly.

He also says the new powerplant would be for emergency purposes and will burn only ultraclean low sulfur diesel (ULSD). The cheaper fuel that is currently being used has a sulfur content of 0.5%; ULSD has a sulfur content of 0.0015%.

“Let’s be reasonable now,” says Senator San Agustin. “When something breaks up North, or on the way down South, what is your power source?”

Not all senators are convinced. Senator Clynt Ridgell, also a member of the Democrat party, has openly expressed his disapproval of the bills. “You’re still burning fossil fuels,” he says. “Why are we still building powerplants when we’re supposed to be switching to renewable energy?”

Furthermore, according to Senator Ridgell, many parents whose children attends Jose Rios have not been informed of this bill. He also doesn’t believe Guam needs another powerplant down South when Guam already has pre-existing ones.

Effective tomorrow, the Archdiocese of Agana will be requiring Catholic school classes to be conducted completely through distance learning.

The decision comes at a time when COVID cases continue to climb within both schools and the community at large. The current local surge has surpassed the peak in cases caused by Delta.

However, the decision to move online was not because of the surge but because a lack of testing kits supplied by DPHSS.

Distance learning is to continue for a period of two weeks. A letter to teachers from Mount Carmel states, "Face-to-face/in-person learning is scheduled to return on February 7, 2021."

Pre-K and kindergarten students will still continue to do face-to-face classes during the two-week period.

Bills 212-36 and 213-36 would allow the Guam Power

Bills 212-36 and 213-36 would allow the Guam Power Authority to retire and replace older generators, says GPA general manager John Benavente.

Immediately, the bills would allow GPA to build a single generator within 1200 feet of Jose Rios Middle School (JRMS), which violates the Clean Air Act.

It is for that reason that the bills have felt resistance throughout Guam and in the 36th Guam Legislature. Senator Clynt Ridgell, in an interview with PNC's Althea Engman, said that many parents whose children attend Jose Rios Middle School do not know that the generator is being built.

However, Benavente argues, for one, "The school's potential impact from plant emissions occurred less than 3% of plant operations over the past 5 years." Another argument Benavente provides is that they would not be burning heavy fuel oil, which is responsible for the dark haze that can be seen pumped out of chimneys from the Cabras and Piti generators; he says they will be using ultra low sulfur diesel (ULSD).

In other words, according to Benavente, since 2011, they have stopped using 0.5% sulfur fuel and started using 0.0015% sulfur fuel--that is, ULSD.
