NAVFAC Change of Command Next Wednesday – Capt. Heckman to Render Command to Capt. Shephard


Santa Rita, Guam  – Naval Facilities Engineering Command (NAVFAC) Marianas will host a Change of Command Ceremony on Wednesday, August 14 at 10am at the former McCool School in Santa Rita, Building 4177.

During this time-honored Navy tradition, NAVFAC Marianas Commanding Officer, Capt. John V. Heckmann Jr will render command to Capt. Glenn A. Shephard.

Shephard arrives from Washington State where he served as the Executive Officer for NAVFAC Northwest.  Heckmann will assume his new duties as NAVFAC Headquarters Operations Officer in Washington D.C. 

Captain Shephard is a 1984 graduate of Granada High School in Livermore, CA, and a 1989 Bachelor’s of Science Civil Engineer graduate from San Jose State University, San Jose, CA. He earned a Master’s of Science Degree in Civil Engineering from the University of Florida in 1999, and a completed the Strategy and Organization Executive Management Program at Stanford University in 2011. He was commissioned in October 1989 after completing Naval Officer Candidate School in Newport, RI.

Captain Shephard’s operational tours include assignments as Alfa Company Commander (horizontal construction and equipment company), Naval Mobile Construction Battalion (NMCB), FOUR; deploying twice to Okinawa and to once to Puerto Rico; and, Director, Infrastructure and Logistics Division, Directorate of Defense Affairs, Multi-National Security Transition Command – Iraq.

His shore tours include assignments as Assistant Resident Officer in Charge of Construction, Officer in Charge of Construction Marinas, Guam; Public Works Officer, Naval Security Group Activity Skaggs Island, Sonoma, CA; Acquisition Director for Sealift (N42), Civil Engineer Support Office, Port Hueneme, CA; Public Works Officer, Naval Surface Warfare Center, Carderock, MD; Flag Aide and Deputy Executive Assistant to the Deputy Chief of Naval Operations for Fleet Readiness and Logistics (OPNAV N4), Washington, D.C; Director, Facilities Engineering and Acquisition Division, Public Works Department, Naval Base Ventura County, CA; Public Works Officer, Naval Base Coronado, CA; Assistant Operations Officer, Central Integrated Product Team (Marine Corps) at NAVFAC Southwest; Assistant Regional Engineer for Navy Region Southwest; and Executive Officer, NAVFAC Southwest.

Captain Shephard is currently the Executive Officer for NAVFAC Northwest.

His personal awards include a Bronze Star, three Meritorious Service Medals, three Commendation Medals, three Navy Achievement Medals, various campaign and unit awards, and the 2008 Society of American Military Engineers, Moreell Medal. He earned a warfare qualification as a Seabee Combat Warfare Specialist with NMCB FOUR. He is a Professional Engineer licensed in California, a member of the Defense Acquisition Corps (Level III), and holds a Naval Facilities Engineering Command, Northwest, Contracting Officer Warrant (Level III).

Captain Shephard is married to the former Ms. Sandra Mailander of Livermore, CA. He, Sandra and daughter Katelyn (18) reside in Bainbridge Island, WA, and son Ryan (20) is attending college in San Diego, CA.
