To promote transparency and build confidence in law enforcement and the criminal justice system, the Office of the Attorney General (OAG), the Guam Police Department (GPD), and other law enforcement partners began collaborating earlier this year to establish standard procedures to be used when the use of deadly force by a law enforcement officer resulted in death or serious physical injury or when the incident is in the public interest.
Under these procedures, the law enforcement entity would immediately notify the OAG and an Independent Investigative Team (IIT) would be formed to conduct an investigation.
In the case of the June 30, 2021, officer-involved shooting in Tamuning, GPD immediately
notified the OAG when an officer’s use of deadly force resulted in the death of Mr. Faler
Fabian. An IIT was formed to investigate the incident.
The Team completed its investigation and provided a report to GPD Chief of Police. The OAG is releasing this report, which presents a summary of the Team’s factual findings and legal conclusions.
