PDS Files Suit Against GovGuam Over Alleged Lack of Competitive Bidding for Telephone Services


Guam – Pacific Data Systems has (PDS) filed a lawsuit in Superior over GovGuam’s alleged “failure to competitively procure telephone services.”

According to a release from PDS, the lawsuit is the result not only of telephone procurement practices, but but the alleged “misuse of taxpayer funds that has resulted from years of  lost savings  that would have been realized with competitively procured services.”

PDS alleges that the lack of competitive bidding for GovGuam telephone services, which they say is required by law, “has resulted in the Government of Guam paying millions of dollars more for services than what the Government would have paid if the same services were competitively procured.”

PDS charges that there are at least 4 companies that provide the type of services that the GovGuam uses today, however PDS claims that “only one  of  these  companies,  Teleguam  Holdings  LLC  or  GTA  receives  the  vast  majority  of  this business, which amounts to some $3 Million to $4 Million each year in billings.”
