Guam- The Port Authority of Guam has finally released a copy of its request to the Attorney General to investigate a bid protest over its cargo terminal management contract.
You may recall, the protest was filed on behalf of a Philippine based company called Harbour Centre on August 2. The company argues the port did not follow proper procurement protocols in the evaluation process. In the request dated August 16, Port General Manager Rick Agustin wrote that “because the allegations are so specific, it appears that the protestor had access to information about the RFP process that normally would not be available.” Agustin also states the port is concerned the information was “inappropriately released to the protestor.”
The AG’s office has not issued a response on the matter.
