Perez says that the wire is enclosed by a conduit, which is a heavy metal pipe encased around the actual wire.

Guam – A power outage in Tumon earlier today was apparently caused by a defective piece of underground cable. According to GPA PIO Art Perez, power was restored around 10:30 a.m. earlier this morning. After an electrical short shut down the wire, GPA crews had to pull up the conduit and pull the wire until they found the affected spot. The outage affected areas of upper Tumon for most of Friday morning.
