Respicio Urges Calvo to Put AHRD Back Under the Department of Labor


Guam – Senator Rory Respicio has sent a letter to Governor Eddie Calvo urging him to rescind Executive Order No. 2011-08 (EO), which separates the Agency for Human Resources Development (AHRD) from the Department of Labor (DOL).

Respicio argues that the EO jeopardizes the status of several DOL employees whose salaries are paid with federal funding through AHRD.

A release quotes the Senator as saying: “Over the past eight years, AHRD’s federally funded programs, specifically the Workforce Investment Act (WIA), have appropriately and justifiably funded several DOL positions.”

“In this time of austerity, and in the midst of rapidly rising costs for everything from fuel for our vehicles to healthcare for our families, I am deeply concerned with an action that does not make any fiscal or organizational sense and jeopardizes the jobs of DOL employees.”

The Governor separated the 2 programs because the combination of the 2  did not result in any cost savings, but Senator Respicio counters that separating them will create additional costs, and no funding source has been identified.

“I don’t know how the governor intends to fund the creation of a new agency or how he plans to assist the Department of Labor employees whose livelihoods are now at risk,” states the Senator.  “I believe it’s in the best interest of our people, especially these employees, that the executive order is rescinded until such time as these issues are responsibly addressed.”
