The opinion on double pay was requested by Senator Joe San Agustin who chairs the legislature’s finance committee.
San Agustin on K57 Friday afternoon told Tony Lamorena he doesn’t agree with the opinion.
In particular, he argues that any agency closed to the public is closed, even if some employees were still inside working.
“They want to use the excuse that we weren’t really closed. If the public cannot access that public facility, its closed. You can’t say, no we were really open but we weren’t conducting business. So, for me GDOE was closed, nurses should get paid. Every agency that was closed is entitled to it,” San Agustin said.
San Agustin also said GovGuam can afford it. The double pay, he said, is roughly $36 million. And just last week, GovGuam banked about $118 million in federal relief funds.
“You know, the maximum for the double pay is no more than thirty-six because $36 million that they quoted, they estimated will cost for Bill 326. So in other words, double pay is there,” San Agustin said.
Governor Lou Leon Guerrero has said she is opposed to double pay for GovGuam workers saying her government cannot afford it.
