San Agustin Backed for DOC; But Strong Questions His Lack of Education


Guam – The Legislature’s Committee on Public Safety, Law Enforcement and Judiciary held a Confirmation Hearing Monday on the Governor’s Appointment of Jose Acfalle San Agustin as the Director of the Department of Corrections.

Twelve people from various backgrounds provided oral testimony in favor of San Agustin including D.O.C. Warden Francisco Crisostomo, who cited San Agustin’s character in his support.

“I find Mr. San Agustin to be a man of integrity,” said Crisostomo.  “He shows concern for the well being of those working in the Department and has shown willingness to learn.”

Dr. Diane Strong was the only person to testify against the appointment of San Agustin.  Strong said San Agustin lacks the educational training to lead the troubled department.

“I see no indication of him earning at a minimum an Associates of Arts Degree,” Strong said.  “Nor do I see any evidence of a background in Criminal Justice or Corrections.”

San Agustin’s appointment as Director of DOC still needs to be voted on by lawmakers during legislative session before it becomes official.
