Guam – Senator Telena Nelson held a hearing on the Guam Solid Waste Authorities proposed new rules and regulations.
The hearing is a part of the administrative adjudication act or “Triple A” process. The proposed rules and regulations have already been signed off by the attorney general’s office and the governor’s office. The final phase is approval by the legislature. Senator Nelson says that there are some technical areas that she would like to see a little more clearly defined but ultimately if they are able to work out these details while meeting with the GSWA in committee then they hope to approve the rules and regulations soon. “We want to make sure that GSWA’s rules and regulations are in place and is approved by the legislature so that when they meet with the district court in May that they’re ready to show Judge Francis Tydingco Gatewood that they are ready to receive ownership of the operations and of the GSWA.”
Senator Nelson is hoping all will go smoothly so that Guam can finally end the federal receivership of its solid waste authority.
