Guam – Senator Adolpho Palacios has sent a letter to the governor asking that his legal counsel look into a proposed re-organization of the Guam Police Department.
The Senator says that it came to his attention that GPD has sent a revised organizational chart to the governor’s office.
In fact he’s received word that the new organizational chart created a whole new division within GPD called the homeland security division. Palacios believes this amounts to an attempt at re-organization.
“I know that re-organization is governed by the open government law through the administrative adjudication process hearing to involve of course opinions from people especially from those affected from the police officers,” said Palacios. He added that if this is indeed an attempt at re-organization it would be invalid because it lacked a public hearing.
