Guam – On the 6th day of the current legislative Session discussion moved on to the miscellaneous items in the proposed 2012 budget.
Debate over the rival bond proposals from the Governor and Budget Committee Chair Senator Ben Pangelinan continued behind closed doors, it was not discussed on the Legislative floor Wednesday.
Instead, Senators this morning spent time disagreeing over an amendment to one of Senator Tom Ada’s amendments having to do with property intended for a new headquarters building for the Guam Power Authority.
Senator Ben Pangelinan proposed placing the property under the Chamorro Land Trust Commission and requiring GPA to pay a fee to the CLTC for it. Senator Ada opposed Pangelinan’s amendment.

SESSION UPDATE – – Senators Continue Discussion on Budget Bill
(Hagåtña, Guam) – Majority Leader and Rules Committee Chair Senator Rory J. Respicio reports that senators concluded day seven of discussions on Substitute Bill No. 145‐31, the Fiscal Year 2012 government budget bill.
This morning, senators continued through Chapter XII of Substitute Bill No. 145‐31 – “Miscellaneous Provisions” – the point at which they are able to propose amendments for miscellaneous subject matters to be included in the bill, before recessing until 2:00 PM. Although Session was not reconvened until after 5:00 this afternoon, senators spent all day in discussion over proposed sections for this chapter and other components of this budget bill.
Session resumes at 9:00 AM tomorrow, Wednesday, August 24.
