Teacher Arrested for CSC, School Aide Charged with Child Abuse in Separate Cases


Guam – Two employees of the Guam Public School System have been arrested in separate incidents on charges relating to child abuse or criminal sexual conduct.

Guam Police Department Spokesman Officer A.J. Balajadia says 59 year old Joseph Lee Pugh of Mangilao was arrested September 24th on charges of 2nd Degree Criminal Sexual Conduct, Official Misconduct and Child Abuse.

Pugh was a teacher at Benavente Middle School.  Balajadia says Pugh was arrested after officers investigated accusations that Pugh was inappropriately touching a student at the school. 

A School Aide at George Washington High School was arrested September 27th after a student complained that he had been making inappropriate comments to her in front of other students.  Balajadia says 37-year old Roland Charles Flores of Mangilao faces charges of Child Abuse, Harassment, Official Misconduct and Jurisdiction Over an Adult. 

According to Balajadia another student came into the Hagatna Precinct complaining about Flores while Flores was at the precinct for questioning.  The second complaint resulted in additional charges of Harassment and Official Misconduct.
